Purpose and role

New Zealand Petroleum & Minerals leads and actively manages the New Zealand government’s petroleum and minerals portfolio.

As part of the Ministry of Business, Innovation and Employment (MBIE), our goal is to use our wider understanding of the energy and resources sector to increase national and regional prosperity through petroleum and minerals exploration and production.

We report to the New Zealand public through the Minister of Energy and Resources.

Our aim is to attract operators and companies with high environmental and health and safety standards. We are the only agency that can grant access to New Zealand’s oil, gas and Crown owned-minerals, and the only agency that works alongside participants throughout their time here. We are committed to responsible management of our resources, and work with other agencies to provide consistent regulation of the petroleum and minerals industries in New Zealand.

As a government agency, we manage Petroleum Block Offers, Minerals Tenders and promote investment in New Zealand. We engage with councils, iwi and communities about petroleum and minerals development and are stewards of a world class collection of geoscience and geospatial digital information and related drilling samples. Finally, we manage compliance and collect royalties on behalf of the Crown.

We aim to maximise the return that these important energy and resource industries deliver for the benefit of all New Zealanders.
